LL.B (HONS), M.U.K. , DIP. LP.(LDC), PLUS SEVERAL CERTIFICATES IN RELATED SUBJECTS FROM UGANDA AND OUTSIDE UGANDA

Tasks in the current position:

Administration of estates of deceased persons

Managing the estates and property of persons of unsound mind

Managing property of minors

Prosecuting and Defending court cases regarding rights of widows, widowers, orphans, persons of unsound mind, over estates

Mediating in family conflicts arising from succession related matters

Rendering legal advice on succession matters

Supervising the Department of the Administrator General/Public Trustee

Profile/Career Achievements

Started working as a Pupil State Attorney in the Civil Affairs Directorate of the Ministry of Justice in 1975 rising rapidly through the ranks up to the substantive rank of Senior Principal State Attorney and Acting Director of Civil Affairs by 1987 and often on ad hoc basis Acting Solicitor General.

Became Deputy Administrator General/Public Trustee in 1992 until November 1995 when I became Administrator General/Public Trustee.

Represented Uganda in many countries for bilateral and multilateral conferences. Negotiated with international organizations such as the World Bank, the Paris Club (Loan Rescheduling), ICAO, ECA, IFAD, ITU, FAO, etc.

Negotiated many Conventions and Protocols including those on Containerization, New Rules on Carriage of Goods by Sea, Law of the Sea, and on Air Law (Safety) in Montreal, Canada.

Negotiated air routes for Uganda Airlines in various countries. Chaired several UN Agencies Conference Committees especially Drafting Committees.

Drafted many international Agreements/Contracts for the Government of Uganda and its parastatals/agencies. Played a key role in drafting the Bank of Uganda S.G.S. Rules (Pre-Shipment Inspection).

Member of various Government bodies including the Civil Aviation Board (CAB) then responsible for licensing airlines, and ISCOS (Inter Governmental Standing Committee on Shipping) and Committees of Enquiry.

Drafted many Agreements for big projects in Uganda e.g. Arua and Mpoma Satellite Stations, Sheraton Hotel, Nile Hotel, International Conference Centre, State House refurbishment, purchase of locomotives and wagons for Uganda Railways Corporation (URC).

Rendered a lot of legal advice to the Government and its agencies. In 1993 nominated by the Government of Uganda to be Monitor/Observer in South Africa under the auspices of OAU in the period prior to (levelling the ground) and during the first ever multiracial General Elections in South Africa leading to the historic inauguration of President Nelson Madiba Mandera in 1994.

In 1976 Enrolled as an Advocate of the High Court of Uganda including superior and subordinate courts thereto. Handled many civil cases in Uganda in the High Court and Court of Appeal and co-ordinated a few outside Uganda. Appeared virtually in all Chief Magistrates Courts in Uganda .

Directed litigation as Acting Director of Civil Affairs and Department some of them now eminent persons in various capacities.
