Hon. Kiddhu Makubuya - Attorney General / Minister

Functions of the Attorney General

These are as per Article 119 of the Constitution.

  • Tendering legal advice and legal services to Government, drawing and perusing Agreements, Contracts, and any other legal documents where Government has interest;
  • Handling Litigation cases for Government as Chief Litigant to Government;
  • Tendering advice to Government on Constitutional issues, interpreting the law, whenever the situation requires.

Hon Khiddu Makubuya, Ph.D-Ugandan

Born: -July 30,1949

Dr. Khiddu Makubuya holds a Doctorate (Ph.D.) of the Science of Laws and a Masters of laws from Yale Law School, Yale University obtained in 1979 and 1976 respectively. He obtained his Bachelor of Laws, LL.B, First Class Hons from Makerere University in 1974, before proceeding to Yale University.

On returning to Uganda, he joined the Law Development Center where he completed his Diploma in Legal Practice (1981-82). He enrolled as an advocate of the High Court in 1985.

Dr Khidu Makubuya’s professional experience dates form 1974-5 when he worked as a Special Assistant at the Faculty of Law, Makerere University. In 1979, he was promoted to Lecturer at the same University, a position he held until 1982 when he became Senior Lecturer. In 1984,he was promoted to Associate Professor. He is also a partner in a private law firm Kasolo and Khiddu Advocates.

Besides his professional experience, Dr Khiddu Makubuya has served in various administrative capacities. Between 1981 and 1982, he was an Ex-Officio member of the Uganda Law Council and the Management Committee of the Law Development Centre.He has been a member of the various committees at Makerere University including the Senate.

He was a member of the Uganda Constitutional Commission, which was instrumental in drawing up the draft of the current constitution of the Republic of Uganda. He sat as a member of the Commission of Inquiry into Violations of Human Rights. Between 1984 and 1987 he was the Editor in Chief of the Uganda Law Society Review. Dr Khiddu was Head of the Department of Law and Jurisprudence at the Faculty of Law, Makerere University until 1995,when he was appointed Director of the Uganda Human Rights and Peace Center.

Dr Khiddu Makubuya joined politics in 1988 and in 1996 he was elected Member of Parliament for Katikamu South Constituency in Luwero District. He was later appointed Minister of State, Office of the President (Luwero Triangle). In 1998 his office as Minister of State in charge of Luwero Triangle was transferred to the Office of the Prime Minister. In the same year, he was appointed Minister of State for Foreign Affairs (International Cooperation), a portfolio he held until 5th April 1999, when he was appointed Minister of Education and Sports.

Dr Khiddu Makubuya has attended numerous local, regional and international conferences. He has presented papers at various workshops including the First ‘Regional Conference on Law, Politics and Multi-Party Democracy in East Africa,’ held October 17-21,1993 in Dar-es-salaam, Tanzania. Other seminars he has attended include the International Law Seminar on Sustainable Development, Good Governance and Human Rights, held in March 1994,Gratz, Austria.

The Minister’s areas of interest in research include Jurisprudence, Family Law, International Law, Law and Development, Human Rights of Women, Land law and Land Planning, Development Finance, Refugee Law, Constitutional Law, Law and Population, Gender and law.

He is member to many international and local professional bodies including the Uganda Law Society, African Association of Political Science (AAPS), Organization for Social Science Research in East Africa (OSSREA), and the International Bar Association. Dr Khiddu Makubuya is a Sterling Graduate Fellow of Yale Law School and a Fellow of the Institute for the study of Politics in NewYork, USA.He was a visiting Scholar at the Law Department, School of Oriental and African Studies, University of London, U.K., 1985-1986.
