Job Description

The Director is the overall administrative head of the Directorate of Civil Litigation. As such, he is in charge of:

receiving and handling Statutory Notices of Intention to sue the government and its allied institutions.

appearing in court on behalf of and defending government and its allied institutions.

negotiating terms of settlement, if settlement out of court is considered suitable.

receiving judgements or rulings and taking action on court orders in respect of the government and allied institutions.

providing legal opinion to the Attorney General and Solicitor General on matters concerning the government and its allied institutions.

Career Achievements:

Born in Kakir, Kitanga Parish on 7th January 1953, he attended:

Aloysius Primary School, Kitanga, 1961 – 1967

St. Paul Seminary, Kabale, 1967 – 1971 for both Primary Leaving Examination and A- Level

Attended Mwire Senior Secondary School, 1972 – 1973

Attended Makerere University, for LL.B, 1974 – 1977

LDC for Diploma in Legal Practice, 1978

Joined Ministry of Justice & Constitutional Affairs as:

Other Career Achievements

1. 1980, as a young State Attorney, handled on behalf of the Attorney General the great Constitutional case of Ssemogerere & others versus Attorney General regarding the removal from power of the former President Lule (won).

2. 1987, handled the Constitutional case of Sempebwa versus Attorney General regarding the legitimacy of the NRM Government (won).

3. 1989, handled the case of Kayondo versus Attorney General, challenging the powers of the President regarding dismissal of public servants at will (won).

4. 1991, handled on behalf of the Electoral Commission the Constitutional case of Kizza Besigye versus Museveni challenging the election of the latter as president (won).

To date, handling other numerous constitutional and civil cases as per work schedule.

Also has attended numerous conferences, workshops and seminars here and abroad relating to Civil Litigation and Contract Negotiations.
