Description
The
Director is the overall administrative head of the
Directorate of Civil Litigation. As such, he is in
charge of:
receiving and handling Statutory Notices of Intention
to sue the government and its allied institutions.
appearing in court on behalf of and defending government
and its allied institutions.
negotiating terms of settlement, if settlement out
of court is considered suitable.
receiving judgements or rulings and taking action
on court orders in respect of the government and allied
institutions.
providing legal opinion to the Attorney General and
Solicitor General on matters concerning the government
and its allied institutions.

1980, as a young State Attorney, handled on behalf
of the Attorney General the great Constitutional case
of Ssemogerere & others versus Attorney General
regarding the removal from power of the former President
Lule (won).
2.
1987, handled the Constitutional case of Sempebwa
versus Attorney General regarding the legitimacy of
the NRM Government (won).
3.
1989, handled the case of Kayondo versus Attorney
General, challenging the powers of the President regarding
dismissal of public servants at will (won).
4.
1991, handled on behalf of the Electoral Commission
the Constitutional case of Kizza Besigye versus Museveni
challenging the election of the latter as president
(won).
To
date, handling other numerous constitutional and civil
cases as per work schedule.
