Educational Qualifications:

LL. B (Makerere University, Kampala)

Diploma In Legal Practice (Law Development Centre, Kampala)
He attended a Para-Legal course in South Birmingham College, United Kingdom and obtained a certificate in 1996. He also attended a training course on Delivery Management skills at Royal Institute of Public Administration (RIPA) in London, United Kingdom and obtained a certificate between 1996- February 1997.

Tasks in the Current Position:

Receiving and handling statutory notices of intentions to sue Local Governments and Allied Institutions.

Accepting service pleadings and preparing statements of defence in respect of Local Goverments

Handling other applications in courts of Law

Defending Local Government and allied Institutions in courts of Law

Negotiating terms of settlement outside court where applicable in case involving Local Governments

Providing legal opinion to local Governments, Attorney General and Solicitor General

Mr. Bireije attended various Primary Schools. Between 1964- 1971, he went to Kikungiri primary school, Kinyasano primary school, Rubiriizi Primary School where he attained Primary Leaving Certificate Grade 1. He was a School prefect.

Between 1972- 1975, he attended Mutolere Secondary School, Kisoro where he obtained O" Level Certificate. During his student days at Mutolere, Mr. Bireije served as a House prefect of Uganda House, a member of History club and a member of the Scripture Union.

Mr. Bireije went to Busoga College Mwiri and obtained an Advanced Level Certificate between 1976- 1977. He served in different capacities as a member of the History club, Chairman of School Court (Disciplinary Court).

Bireije, who is 43, has served in different areas since he joined the Government service. He was a Resident State Attorney, Kabale (1982-1984), Resident State Attorney, Masaka (1984 - 1988), Resident State Attorney, Mubende (1993), Resident State Attorney Fort Portal (1988 - 1992) and Ministry of Justice and Constitutional Affairs, Headquarters (1993 to date)
