PROFILE/CAREER ACHIEVEMENTS:
Mr. Bafaki Kifaka Ernest joined the Administrative Cadre of the Civil Service of the Republic of Uganda in 1980, at the level of Administrative Officer Grade II/Assistant Secretary, in 1988 to May 1993 served as Administrative Officer Grade I/Assistant, May 1993 to March 1999 served as Principal Assistant Secretary/Senior Administrative Officer, and March 1999-to date serving as Undersecretary for Finance and Administration Department
During the two and half decades, of his service, he has been exposed to a number of administrative, managerial and financial tasks and challenges. During the first seven years (7) of his service he worked in the rural districts of Jinja, Kasese and Tororo under the Ministry of Local Government. As an Assistant District Commissioner, he participated in rural development programmes, maintenance of Law and Order, supervised assessment and collection of local government revenue and monitored the implementation of Central government projects implemented by extension staff of the Productive and Technical Ministries.
After the seven (7) years of service in the rural districts, he had his service transferred to the Central Government Ministries, where he has been serving and continues to serve. During this period of service, he has served in seven Ministries and one office, of different missions and strategic objectives. The office/Ministries he has served in include; Office of the President and Ministries of Information and Broadcasting, Defence, Labour and Social Welfare, Gender Labour and Social Development, Foreign Affairs and presently Justice and Constitutional Affairs.
At the Central government level, he has been deeply involved in the implementation of Government Policies bordering on financial management, human resource management, procurement, records management, planning, transport management, negotiations, financial and administrative reforms and general administration of the Public Service. During the financial years 2001/2002, 2002/2003 and 2003/2004, served as the Accounting Officer for the Ministry of Justice and Constitutional Affairs and the Sectoral Development Programmes for the Justice, Law and Order Sector (JLOS). As head of Finance and Administration department, he deputies the Solicitor General who is also the Permanent Secretary and Accounting Officer.
Additionally, he has accomplished a number of special assignments of international character. Was Desk Officer for African Association for Public Administration and Management (AAPAM) (1990-1992). Attended the 16th round table seminar of this Association in Mbabane-Swaziland (1991). Was the Administrative Liaison Officer for peacemaking missions under the Ministry of Defence (1993-1995). Attended a tripartite Consultative meeting involving Tanzania, Zimbabwe and Uganda as well as the USA (UNOMIL) and ECONMOG in Dar-es-Salaam – Tanzania (1993) in preparation of the former three Countries’ participation in peace keeping in Liberia. Coordinated the activities of the United Nations Observer Mission for Uganda – Rwanda (UNOMUR) as well as those of the United Nations Observer Mission in Liberia (UNOMIL).
Attended a UN Peace keeping training programme in Harare-Zimbabwe (1995), a tripulate seminar on Intra-Africa Labour Migration in Cairo-Egypt (1995), was the Desk Officer for International Organization for Migration (IOM) (1996-98) and during this time attended the Governing Council and Executive Committee meetings of I.O.M in Geneva. Further attended Harmonization of Labour Legislations and Policies (Kampala 1997), Vocational training in Eastern and Southern Africa Region (Kampala 1995), Dynamics of Immigration in Sub Saharan Africa (Kampala 1995).
Other official meetings, conferences, seminars and training workshops attended both in Uganda and abroad, include Performance Management Systems in the Public Sector (NBO - Kenya 2002), Public Policy and Management in the 21st Century (Singapore 2001), Public Sector Finance Management in Bambane-Swaziland (2003), COMESA Council of Ministers, Lusaka-Zambia (2003), EAC Finance and Administration Budget working group meetings (2003, 2004), official meetings Pretoria, South Africa with Companies and Intellectual Property Registration Office (CIPRO), 2004, Lusaka-Zambia, with Patents and Companies Registration office (PACRO), 2004 and the Directorate of Prosecutorate, Beijing-China, 2004.
